“WE SOW, WE REAP!”

(MAKABAYAN’S Alternative Dreadful Political Strategy)

The Makabayang Koalisyon ng mga Mamayan (MAKABAYAN) is set to orchestrate another beneficial political technique in case its Senator-wanna-be’s won’t make it to the senatorial posts in the 2010 elections- that is, by being part of the presidential pool of cabinet line-up. It could be observed that MAKABAYAN had divided its running senators to different survey-topping political parties – Satur Ocampo allying with Manny Villar’s Nacionalista Party (NP); Teddy Casiño pledging with Erap Estrada’s Pwersa ng Masang Pilipino (PMP); and Rafael Mariano on Mar Roxas’ Liberal Party (LP). Whoever wins in the upcoming presidential race, MAKABAYAN’s perilous political trick certainly gives its members a sure political victory.

Indeed, MAKABAYAN, while being squalled with the anomalous P1 Billion election funds has been using and enjoying the “joyous ride” of the oppositions’ publicity stunt aimed at gaining personal interest and power grabbing. It is no doubt that Teddy Casiño shall be endowed with Erap’s “maka-masang karisma”. It was an open fact that Casiño got unpopular feedbacks upon conniving with ERAP but MAKABAYAN swallowed its pride in exchange of political interest once the ousted President shall enter to the palace he once ruled. Satur Ocampo, on the other hand seemed to go with the flow with Villar’s popularity despite all the odds, especially that he is with a man who tops in every poll survey.

This is what JOMA’s followers are up to- an imminent political communism impeding our careworn democratic foundation. Such election gimmick by no less than the Red’s grown political party-MAKABAYAN, is by far one of the greatest political tricks it has employed through its struggling years as it offers them triumph in politics. Other than laying out favorable election tracks for Satur and Teddy, where they would have the edge of bagging sure seats in the senate, MAKABAYAN is also determined in reassuring itself of post voting positions. These non-elective seats are those appointed no less by the duly sworn president by the end of 2010. Evidently, MAKABAYAN had it all under control as it place one of its gofers amongst the ranks of every lined-up presidentiables. This is fundamentally a scattering allegiance for a united cause.

It’s all set. Everyone feels the beat of 2010 polls’ electrifying atmosphere but little does everybody know that with MAKABAYAN’s tactic, all Filipinos are lining up in the death row. The Presidential hopefuls which harbor tyrants and communists are actually leading every Filipino to his/her own gravesites. It is an open book that Satur and his ambitious cronies had committed the most painful crimes in the history by murdering thousands of their comrades within their ranks. There is no denying that if they didn’t have respect to kill their comrades, they might as well have no qualms killing their political allies. If MAKABAYAN’s politicians won’t make it to the senate, they would surely bag cabinet posts in the future. As such, they would be sharing power and promulgate laws…bloody and horrifying statutes. Isn’t this murdering our future?

DA’s Anti Poverty Aid Gaining Headway

The Department of Agriculture’s poverty alleviation program has gaining headway as it benefited more than a half of its covered towns across the island regions. After eight months of project implementation, the Mindanao Rural Development Program (MRDP) had already served 146 out of 225 covered towns.
MRDP is an $83 million anti poverty program of the government funded through an adaptable program loan from the World Bank plus the funding from the national and local government units (LGUs). The program aims to establish agricultural infrastructure like farm-to-market roads, irrigation, potable water system and post harvest facilities to improve income of smaller farmers and to ensure food security.
Although the gains are at various levels, results of investments have been showing of a surely promising development. According to Arnel V. De Mesa, Deputy Director, some have completed the projects, other projects are nearing completion, others are at procurement level and some more are waiting for notices to proceed. It was reported that of the P1.2 billion on the pipeline for infrastructure projects under the Rural Infrastructure (RI) component, P25 million has been completed. Some on-going projects are on its 70-85 percent completion. On the other hand, over P47 million has been completed out of the P127 million worth of livelihood projects allocated for the Community Fund for Agricultural Development (CFAD) while close to P22 million are on-going projects and the remaining amount is on the procurement process.
Meanwhile, beneficiaries from Polomolok, South Cotabato lauded the said poverty alleviation project as it brought substantial development and new opportunities for the local government units and the people. The farm-to-market roads and bridge constructed in their respective areas has reduced transport costs of their produce as it increases their earnings.
Other covered towns are yet to benefit from the program as they are on the process of completing the paper requisite while others are still preparing for their financial counterpart. The program applies 50:50 cost-sharing scheme for its RI component and P500 thousand for the CFAD component.

CPP-NPA EXTORT FUND USED FOR SATUR OCAMPO’S SENATE AMBITION

• The recently reported one billion campaign fund doled-out by the CPP-NPA for Makabayang Koalisyon ng Mamayan or MAKABAYAN senatoriables and PLGs in 2010 was let drop coming from NPA extorted companies and barangays around the country. Part of the said huge budget chunk for MAKABAYAN was also generated from Communist armies’ permit-to-campaign (PTC) and permit-to-win (PTW) schemes that garnered millions just last 2007 elections.

• PTC is a fund generation scheme played-out by the NPA during the height of local or national elections wherein it extorts candidates for cash as it permits them to enter Communist threatened or worst “influenced” areas. The pay-offs for this had been categorized by the NPA between the candidates aspired position and that of its political party.

• PTW is far too extreme. The NPA is making this an excuse to force residents to cast their votes on a political candidate that bid the highest. Civilians are often held at gun point by the NPA, leaving them no possible alternative. PTW works well for the Communist Party especially to Traditional Politicians (TRAPOs) and families wanting to claim dynasties.

• MAKABAYAN’s senatoriable- Satur Ocampo who once served the Communist militia during his leadership of the Southern Tagalog Regional Party Committee (STRPC) would be benefiting a total of fifty million pesos worth of fund machinery this coming 2010. Aside from Ocampo, three other senatoriables would sum-up a total of two-hundred million pesos.

• The NPA and MAKABAYAN had been plundering people’s money in broad daylight. The illegally-extracted 1 billion was claimed to be in support of patriotism and public-service as claimed by the political pool MAKABAYAN.

• Militant activists such as Ocampo knew pretty well that 50 million pesos is enough to feed 150,000 families of three-square meal. Like how GLORIA had been scrutinized for almost a million-worth dinner, Ocampo and others had to be dealt with the same way. The elections should not be made an excuse for politicians to make extravagant spendings. Especially, when the amount spent had been unlawfully elicited.

• Where else would MAKABAYAN dig up its fund? Other than the four solons’ pork barrels, the NPA fund machinery had been the next best choice. That is, with the prior declaration of support coming from CPP-NPA founder-Jose Maria Sison.

1 BILYONG PONDO NG CPP PARA SA ELEKSYON

Ayon sa recovered na dokumento ng militar patungkol sa 1 bilyong pondo ng MAKABAYAN para sa eleksyon at sa pag-implementa ng tinatawag na permit-to-win sa ibat-ibang panig ng bansa ay mapapatunayan na talagang malaking halaga ang binabalak na paikutin ng Communist Party of the Philippines sa dadating na halalan.

Dahil sa natuklasan na modus-operandi ay talagang kayang-kaya nga ng CPP ang makalikom ng 1 bilyon pisong pondo o mas higit pa para lamang siguraduhin na makakapwesto nga ang apat nitong senatorial candidates na sila Satur Ocampo, Liza Masa, Rafael Mariano at Teddy Casiño.

Tila wala ng ipinagkaiba ang mga naturingang makamasang pulitiko sa mga TRAPOs sapagkat handa silang magpabayad sa mga politikong nangangandidato kapalit ng minimithing posisyon sa gobyerno. Ito ay pinaplano nilang ipatupad sa buong bansa. Sa ganitong sistema, hindi lang 1 bilyon ang kanilang makukuha dahil sa permit-to-win na modus operandi na ito.

Napag alaman din na napakalaking halaga ang kapalit nitong tinatawag na permit-to-win ng CPP dahil hindi lang permiso para makapagkandidato ang kasama dito kung hindi pati ang paniguradong pagkapanalo ng isang kandidato sa lugar na hawak ng mga rebelde. Mula sa kung ilan daang libong piso hanggang ilang milyon ang sinisingil ng mga NPA sa mga gustong manalong kandidato.

At kung walang agarang perang pambayad, handang magnegotiate itong mga rebelde na ang kapalit ay matataas na uri ng armas, ilang kaban ng bigas, bagong mga cell phones o di kaya’y isang taon na pambayad sa mga tinitirahan na apartment ng kanilang lider.

Bukod sa limpak-limpak na salapi, malinaw na hindi lang usapang pera ang napatunayan sa news report ni Laude sa Philippine Star kundi pati ang planong pagmamaniobra ng nasabing eleksyon. Dahil kapalit ng pera na ibabayad ng ilang politiko ay ang pangako ng CPP na boto ng mga residenteng kanilang sinasakupan at tinatakot upang sumunod.

Ganito naba ka-inutil ang COMELEC para hayaan ang ganitong klase ng pang-aabuso ng mga CPP tuwing may eleksyon? At ganito na din ba ka takaw sa posisyon an gating mga pulitiko para makipag alyansa sa mga rebelde?

Extended Fund raising Program of the Leftist from “Permit to campaign” to “Permit to win” scheme !!!

Successive Mass & Peace rallies/demonstrations mobilizing and involving various sectors of society and all sorts of social disorder coupled by attacks on PNP and Military bases have significantly increased in numbers this year and it is an alarming stage that each and every Filipino should be aware of.
Just recently, the CPP/NPA/NDF fund raising scheme of “ Permit to Campaign” have accelerated to “Permit to win” which is conveniently luxurious to accumulate a huge amount of money from politicians who intend to seek local and national positions comes May 2010 National and Local elections. In this scheme, the NPAs demand for these politicians would be on much, much higher degree than their previous “Permit to campaign” program because they will mobilized their political machinery in the countryside where they have influenced and of course once these politicians were seated the CPP/NPA/NDF will have an assurance of influence over them.
All leftist political machinery will be under the umbrella of CPP/NPA/NDFs Political Party called the Peoples Democratic Coalition (PDC) with an appropriate budget of 1billion peso for the forthcoming May 2010 National and Local election. The fund is expected to bankroll the PDC activities from machinery build-up, election campaign, the upbringing of their candidates to party alliances and poll watch.
Along this line, the CPP/NPA/NDF will also commensurate their Special Operations activities which includes liquidation of lawmakers pushing for Charter Change and terrorizing uncooperative politicians who have power and influence, who talk about the interests of the poor and the pursuit of the common good.
The security of our nation is everyone’s concerned it is not limited to the PNP and the AFP it is our individuals concerned since most of the time victims are the common tao or the poor. They are witting or unwittingly being used by the CPP/NPA/NDF personnel in the guise of pro-poor, religious and other cause- oriented organizations involving particularly the religious and the media who most of the time influenced even tourists and foreigners thereby causing negative perceptions towards our country and adds negative effects to our economic recovery program brought about by the recent global economic crises.

GMA-Rice Program Intensify MOET-LCC in SOCCSKSARGEN

Gen Santos City- The Department of Agriculture through the Ginintuang Masaganang Ani- Rice Program is intensifying its campaign for the implementation of the Minus-One Element Technique (MOET) and the Leaf Color Chart (LCC) in the region. Recently, DA-Regional office XII conducted several technical briefings and distributed more than 16,000 pieces of MOET kits and 25,000 pieces of LCC kits all over the region. This is to help the farmers increase their production and at the same time reduce farming cause.
The Ginintuang Masaganang Ani- Rice Program (GMA-RP), as the banner program of Pres Gloria Macapagal-Arroyo, aims to ensure food security and competitiveness through yield growth in basic agricultural products like rice, corn and high value commercial crops with the support of effective farming techniques to help stabilize the prices at a level equitable to farmers and consumers. MOET and LCC are among the basic production intensifying but cost-reducing technologies which help the farmers trim down production cost while resulting in more profits.
Developed by PhilRice, the MOET or Biological Method is a recent agricultural technology of determining the kind of nutrients or fertilizer formulations that the rice farms need for better yields. It is important that the soil contain a well-balanced supply of nitrogen, phosphorus, potassium, sulfur, copper and iron to ensure higher yield for farmlands.
MOET is a simple, practical, cheap, fast and effective way of analyzing soil nutrient deficiency based on the principle that the rice plant manifests nutrient deficiency through specific deficiency symptoms such as stunted growth, yellowing and chlorotic patterns without requiring complicated and expensive equipment. The technique is also based on the principle that plant will show nutrient reaction to limiting nutrients and can be performed by the farmer himself or by a farm technician right there in the field. With adequate information, the farmer can determine the nutrient deficiency or requirement of his crop.
The briefings for this technique was already conducted and attended by Provincial and Municipal Agriculturists, Agricultural Technicians from the PhilRice-Midsayap, who explained the procedures, and farmers. It started last July 27 in Sultan Kudarat; July 28 in South Cotabato; July 29 for General Santos City and Sarangani province and July 30 for Cotabato province.
Meanwhile, the Department of Agriculture is trying to reach the farmers in other regions through radio and television and urged them to adopt rice farming technologies like MOET and LCC.

COMMUNIST REBELS’ DANGEROUS MOVES IN 2010 POLLS

The sweet fragrance of 2010 national and local elections dominates the air. Just like the phenomenal pop-sensation Lady Gaga whose electrifying music dominates the airwaves, everyone seemed to so be excited about politicking, while others see it as a profitable venture to advance their self-driven interests-and the communist Reds are among those that nip the bud of the elections to dignify its political ambitions that would eventually kill the hopes of every Filipino.

Ensuring victory of local and national politicians aspiring for political seats in the upcoming polls in 2010, the Communist Party of the Philippines (CPP) and its armed wing, the New People’s Army (NPA) is set to implement “permit to win” – a fundraising campaign to machinate communist group’s electoral activities next year.
As sourced-out, Red’s infant political party, the People’s Democratic Coalition (PDC) oversees the entire scheme and will mobilize such political machinery across the country in favor of politicians pledging monetary support just to ensure they would win in so-called rebel-influenced or controlled areas. Accordingly, the fund will be used to finance PDC activities – from machinery build-up, election campaign, the putting up of their candidates to party alliances and poll watch. This new scheme which Reds are set to pursue is said to be more beneficial and profitable than the “permit to campaign” given to those politicians doing electoral promotions in communist communities in the past elections.
Meanwhile, the communist rebels will fortify its terror activities this year until 2010. Despite the rumored resumption of the stalled talks with the government, the Reds are accordingly planning to liquidate cronies of the Arroyo administration who are pushing through with the Charter Change through constitutional assembly. Included in the plan are government executives, state forces and “uncooperative” politicians who are seeking elective posts next year that is, collecting in the guise of “blood debts” for the people in order to exact ‘permit to campaign fees’ from political candidates.
In fact, reports from various sources revealed that the Front Committee of the Northeastern Mindanao Regional Committee recently held a meeting in Surigao Del Sur with agenda centered to their supposed attacks against military and police posts in Northern Mindanao. The communist hit squads, through the newly established program tagged as “Oplan Linis Para sa Kalayaan”, are out to neutralize government civilian assets and intelligence operatives, including individuals who are campaigning against Red’s ideologies. Source further disclosed that communist partisan and sparrow units were already deployed in various areas in Davao City which are tasked to spot legitimate targets for “cleansing”, particularly military officers, government executives and intelligence forces.
Records of Red-initiated carnages show that it had committed a total of 1,024 liquidations across the country from 2002-2008. This year alone, the communist rebels initiated 43 incidents during the first semester which is 26.4 percent higher compared to the second semester of 2008.
With these alarming and threatening accounts, it is no denying that the communist group has never ceased its 40-year old armed struggle at the expense of all Filipinos’ welfare. Worst is, this armed group will take advantage of the government’s good gesture to resume the negotiations as it recently lifted the suspension of the Joint Agreement on Safety and Immunity Guarantee (JASIG) against the communist negotiators. Such will give the Reds leeway to pursue with its armed struggle through special operation activities- a tactical offensive which is accordingly aimed at neutralizing a particular target to be carried out by the newly formed Partisan Unit.
Taking into consideration these security threatening situations, this is indeed a crucial time for all Filipinos to protect the fibers of our country’s democracy, security and sovereignty. The responsibility of defending our country’s democratic foundation from any form of destruction is not only the sole job of our government and state-forces. It is our collective effort to safeguard our political foundation from communistic oppression. We have had enough. The 40-year-old communist insurgency had shattered so much of our dreams and killed most of our hopes.
How many more lives do we need to sacrifice?##

THE TRUTH IN BASILAN WILL STILL PREVAIL

“The main and real target of the Marines and SAF operations in Basilan are not the Abu Sayyaf Group but the MILF forces”- This has been the statement of an MILF leader who keeps on promulgating issues to reverse the truth in the Basilan attack that left 23 soldiers killed and dozens wounded.

On August 12, 2009, the Philippine Marines and Army forces launched an offensive against the Abu Sayyaf Group in its camp at Brgy Ungkaya Pukan, Tipo-Tipo Basilan that unexpectedly led to a bloody engagement between the military troops and the members of MILF. The MILF leadership claimed that the Philippine Marines were also targeting the MILF.

The number of fatalities and the wounded could not have been this large would the MILF in the nearby Al-Barka town - the supposed area of temporary stay (ATS) of the rebel group, not sent reinforcement with the ASG and ambush the convoy of government forces. The picture of the slain MILF leader testifies the Moro rebel’s criminal involvement in the said attack.

Once again, the MILF has shown its treachery, and deceit. It has once again shown disrespect on the on going peace negotiation itself, which was highly respected and recognized by the government.

The incident clearly manifests the collision between the MILF and the ASG.

Undeniably, these two terror groups will again team up against the government forces, not mentioning the terrorist activities they commonly execute against defenseless civilians.

With their deceitful statements, it is too obvious that the MILF is being defensive of the real story. This is blatantly a reverse tactic of misleading the public. It is not surprising if this rebel group never admits to their involvement, but will instead make hypothetical stories to conceal their violation of the cease fire agreement and their unification with the Abu Sayyaf bandits.

Is this the kind of people the Government of the Republic of the Philippines wants to talk peace with? The peace negotiation does not make any sense at all. The attack was, undoubtedly, jeopardizing with or without purpose the renewed peace effort.

Let us give peace a chance! However, we should not just let the MILF get away with its criminal acts.

Let us give justice to the 23 soldiers killed in the Basilan clashes!

With all the talk behind the President’s accountability issue, Filipinos are left wondering what could be behind all these again. Another looming ouster plot maybe?

The Alternative Budget Initiative, or ABI, is very insistent on Gloria’s ouster by exploiting the glooming inquest of the First Family’s non-declaration of assets. ABI, which has links and is said to be co-financed by former Pres Joseph Estrada, claims to be a movement for a participatory, transparent and accountable budget system in the government. Since ABI’s inception, there are reports that Erap had been consistently funding it with not less than a Php 100,000 per month. According to insiders, ABI plans to present its “case” on linked-up media outfits, which could very well build up on the issue in order to generate public outrage like the scenarios in 2001 Edsa Dos.

Part of ABI’s current efforts is its participation in the ongoing Social Watch Philippines that had been scrutinizing the 2009 financial budget. Thus, this explains the projected hype on Gloria’s spendings here and abroad.

Top personalities like Dulce Cepeda, Bebu Bulchan and other close associates of former Pres. Fidel Ramos had also been on the list of ABI benefactors. These two also got involved in last November 28, 2007 Peninsula Stand-off. Apart from which, they were also seen with Sen. Panfilo Lacson, Marili Osias of the Concerned Citizens’ Movement, Gus LAGMAN of Black and White (BnW) Movement, Linda Montayre of the Fortunato ABAT group (Coalition for National Salvation) and ex-ambassador Roy Señeres.

There is a lot of money involved in keeping this anti-Gloria phenomenon alive and kicking. Keeping track on this administration’s finances is obligatory for concerned taxpayers. There is nothing entirely wrong with it, however, it loses respect whenever politicians especially a convicted plunderer puts his hand on it.

To oust, or not to oust? Ask Fidel Ramos, he surely knows how to stash all the money he plundered from the sale of Fort Bonifacio and the failed Expo Filipino. ##

FEASTING ON GLORIA’S “LE CIRQUE” DINNER

Gloria Macapagal Arroyo’s critics are having a feast of the President’s $20,000 cabinet dinner of Gloria in Le Cirque, New York. What is exactly in it and what’s all the fuss connected to it?

The dinner, which had by now turned into a mockery, a sinful buffet is of course a tempting issue to provoke the Pinoys against the Gloria administration. Looking into it with a deeper perspective, however, would one really think that senators like Mar Roxas or Miriam Santiago would be interested in the issue of a million peso-worth dinner? It would seem strange when these same people themselves are guilty of excessive spending. One million pesos is nothing compared with Roxas’ lavish mansions and even wedding preparations with Corina Sanchez. Even Sen. Santiago’s husband, who loves spending at cock fights, would agree that the said amount would mean nothing less than a single “sultada”.

But of course, GMA’s critics would easily deny these things, especially when the public is not completely aware of the kickbacks these senators benefitting from their budget.

No one is ignorant enough to believe that Roxas would be spending his “hard-earned” billions for mere public service, the Senate being the easiest way to collect paychecks. Wouldn’t it be enough compensation for the spending millions in promotional ads on national television?

People are unaware of the fact that Roxas’ pays TV networks millions for every airing of his “tabi anak at ako muna” campaign ad. This goes to say that if Gloria was lavishing-out for a one-night feast, Roxas could be accused over and over again of copious political stunts worth millions in a few minutes of political ads.

The remorse regarding the Le Cirque dinner would have been much appreciated if it had not come from people who are heavy public-fund spenders themselves. True, that most of the time recognizing others’ error is far easier than of our own. This had been relentlessly blamed on people’s much regard for himself or worst politician’s way of looking good for the public. The Le Cirque fiasco is not an issue of setting things right or banging the ones on top for their misbehaviors. It was more of Roxas’ excuse to get himself in front of cameras and buy him sometime to talk about how “cheap” he thinks of himself and not of his spendings. The louder he screamed, the clearer it had been for the public that he simply isn’t good for anything less than a “talker”.

I am hosting a dinner at my residence tonight. Any one care?##

REVEALING SATUR’S MYSTERIOUS CAMPAIGN FUND

A one billion-peso campaign fund is for the political ambitions of Satur Ocampo and his wishful newly-born party list, MAKABAYAN in the forthcoming 2010 national polls. An ordinary Juan Dela Cruz would definitely ask: “Where in this besieged world could Satur get such an amount when he would say time and again that he represents the country’s poorest of the poor sector and claims to be the poorest among his contemporaries in the Congress?” It could be that Satur had finally gotten his reward from his so called “service” in the CPP-NPA where his lord Jose Maria Sison could be so generous in extending a multi-million peso support for his political ambitions.

But constant denials from Satur of detaching himself from the Red’s service make every Filipino doubt his sincerity in serving the entire public. One would not agree if Satur had never opted to use his pork barrel for his future political moves as there were unseen projects he was able to accomplish within his tenure in the congress. Did Bayan Muna’s pork barrel go directly to people or was it directly pocketed by Satur and his followers intended for bagging senatorial post in the next election?

It could be recalled that Estrada-led Genuine Opposition forged an alliance with MAKABAYAN to gratify opposition forces which could form “enough power to heal the current ailing government”. It was also sourced-out that former President Estrada doled out 500 thousand pesos for such a union.

As these facts unfold, Satur’s political plan is by far an obvious deception while marauding from political gains to whichever he thinks is beneficial for his selfish dreams. It gets one to think that his alliance with the United Opposition is but a political gimmick to ensure wins in the Upper House while slowly sucking CPP-NPA dry of its resources. At whatever ways we comprehend these things, we Filipinos are the ill-fated victims of this political racketeering- that is, the pork barrel Satur is using for his senatorial candidacy is first and foremost our (tax payers’) money and the Communist armies’ extorted funds are the riches of our country’s industries.

This goes to say that Satur’s MAKABAYAN underhandedly obtained its goals- impairing the fibers of our country’s democracy and stealing every inch of Juan Dela Cruz’s independence and even the littlest wealth he owns. Just like a greedy businessman who capitalizes so much on his business venture, Satur would make sure that he gets all of us pay, even our children’s children - for what he had invested.

There is no problem to take note of every government official of his/her graft practices. Just like Satur and anybody else from the opposition lambasting the Arroyo administration of overspending government funds into irrelevant undertakings (such as the luxurious dinner in the US, among others). Criticizing the mistakes of the government is our right, but we must do it constructively instead of being obstinately and unreasonably critical. Have we ever thought that the opposition (including Satur) airing the administration’s negligence is a calculated scheme to divert public attention from its own malpractices? Where have all the pork barrel funds of Satur gone?

Satur’s political moves are treacherous and dangerous and so are his political ideologies. Imagine living in a country with a leader who had killed thousands of Filipinos, including his own comrades some years back. There should be no way we should let Satur Ocampo and his fellow National Democratic Front congressmen destroy the future of our children again.

There is no way we can let Communist killers enter the halls of Congress and Senate again - unless we would want a Communist regime to run the country in the next decade or so. ##

RIGHTS WATCHERS CONDEMN PIKIT MORTAR BLAST

04:30pm, August 6, 2009, Pikit Cotabato - Despite the distressful situation, children of displaced families were enjoying the day outside the evacuation center at Dulangin Abid Memorial Elementary School in Brgy Macasendeg a mortar shell landed and exploded on their ground. The joys and laughter were suddenly stopped and replaced with moaning and crying. Eight innocent children, the youngest 5 years old, and a mother were wounded and rushed to the nearest hospitals.

The projectile was later traced to two warring MILF armed groups: the group of Mayor Samer Uy of Datu Piang and the other led by a lawless MILF leader Tha Cudarangan, 105th BC Field Commander. The said groups were engaged in a firefight at Brgy Reyna Regente in Datu Piang.

In Mindanao, clan feuding or “rido” has been commonly particularly in Sulu, Lanao del Sur, Lanao del Norte and Maguindanao. It is a war between families and kinship groups which is deeply rooted in the Muslim culture of honor, characterized by a series of retaliatory act of violence to avenge an affront or injustice. It could be sparked by petty theft or insults, political rivalries, land disputes or more serious matters such as homicide. Most people view “rido” as more of a threat than the existing decade-long GRP-MILF conflict. In most cases, however, defenseless civilians especially children are frequently the victims or the collateral damage of their war.

Human rights groups and other Muslim organizations condemned to the highest possible term the said incident. They said that the two warring groups did not only violate the rido code of honor but have also violated the children’s rights in the course of their recklessness and inconsiderate acts. “These evacuees have been long suffering from the current conflict, much more with these helpless children that were affected to include their health and education. They have to be protected from abuse, exploitation and most specially from violence.” said a human rights watcher pointing on the children’s appalling situation who were victimized by the mortar blast.

The families of the victims, rights advocates and other organizations are clamoring for justice from the MILF hierarchy in what happened in Brgy Macasendeg. They are asking the MILF to show its sincerity by initiatiating prompt investigations to bring those responsible to justice. Rights groups have also asked the militant KARAPATAN to watch over the cause of the victims of the recent blast, saying it must now show its impartiality for the cause of the aggrieved.

The relatives of the victims are questioning the MILF leadership as some of its members were involved in the incident. “MILF leaders should take responsibility for this cowardly act. They have been silent since the issue and are blatantly pointing for their irresponsible leadership and negligence. They cannot address the issue and formulate fictional propaganda to mislead the people this time around”, they said.

Meanwhile, the government through the Department of Social Welfare and Development (DSWD) ARMM is now working for the rehabilitation of the victims, the children in particular, as they may be experiencing Post-Traumatic Stress Disorder (PTSD).##

LACSON, COUNTING THE DAYS


Vital Witnesses Can pin-down Dacer-Corbito Murderers in Haste

Usually, Lacson would not run-out of accusations against the Arroyos. And quite honestly, the people are anxiously waiting on what he had to say about the SONA. But sadly, the senator loved for his well-rehearsed privilege speeches in the Senate kept his big mouth shut despite the snowballing of arguments over Pres. Arroyo’s last words. What was Lacson avoiding? Had he cut-out his tongue?

Sen Panfilo Lacson is quite enjoying the shifting of tides with Pres. Arroyo’s controversial State of the Nation Address (SONA) that almost overshadowed the progress on the Dacer-Corbito case. The calm stance of the ever re-actionary camp of Lacson could best be regarded as a fitting resolute for a highly politicized solon who quit the 2010 race just to avoid the media’s chase on his participation in the controversial Estrada PR-man kidnap-slay.

Former Police Superintendents and Presidential Anti-Organized Crime officers-Cesar Mancao and Glenn Dumlao would both be presenting their sides of the story that would nail the nine-year long “justice” escapees that was rumored led by deposed Pres. Erap and Sen. Ping. Hopefully, the two (Mancao and Dumlao) would give light on the dubious denials of the PAOC hierarchy (Lacson and Erap) on obvious involvement of its entire personnel on the actuation of said crime. In time, the despicable lies that misled the public for sometime would surely be straightened up.

Cesar Mancao, who was accused by Lacson of coercing with the Arroyo’s to pin his name on the case, was the same person Lacson once trusted with all his affairs inside PAOC-TF. Suspiciously, when heads starting to roll during the heated investigation on Dacer’s case, Lacson single-handedly shouldered Mancao’s controversial “self-exile” in the United States. Mancao queued with another Lacson “it-man”- Michael Ray Aquino, who was shortly followed by former Dacer star witness, Glenn Dumlao. All three were seen dining with Panfilo Lacson in the US during the height of the PR’s death in the country. And as sourced, Lacson had also been making random trips to their wives here in the country.

Just recently, Lacson made one of these “side trips” in Isabela where he met with Juliet Dumlao (wife of Glenn Dumlao). That is, during the nationwide contention of just who helped finance the $100,000 extradition bail bond of Dumlao that bought him time to stay in the U.S. On the other end, Lacson was also a regular visitor of Mancao’s relatives whom he promised to fly in the States by the time the Dacer case dies-out.

Lacson for all we know could be drafting his own final SONA. Like Gloria, Ping could also be getting her own wagon of boycotters among his former subordinates in PAOC who were still left behind bars. To name a few, SP04 Mariano Soberano, SP03s Jose Escalante and Mauro Torres would all be leading said pact of Ping’s SONA ingrates.

SERVING A STRUGGLING COUNTRY IS NO EASY JOB

5 o’clock am, July 27, 2009. It was a rainy Monday when I woke up. Too cold to do my morning routine, I thought of turning on the tube and watch the morning news break. As clicked on the remote control and as I switched to other news channels, the same issue on the SONA and the rally of various cause-oriented groups were the days menu.

The public seemed not only concerned with what Mrs Arroyo would have divulged in her last State of the Nation Address (SONA). What was disturbing was the seeming street party of various rights groups in along Common Wealth and Batasan avenues, who were either out-of-school youths ages seventeen and below, who were made to believe that they are to enjoy the short roaming of live stream cameras. Indeed, it seemed more of a party other than a gathering for a cause.

This phenomenon only explains the sad plight of cause-oriented groups in the country today. Gloria had been lambasted for her supposed machination of the law for her benefit. But had these moralists been looking at themselves in the mirror lately? Bayan Muna, to name one of the mobilization’s organizers was dragging unwary civilians and sadly teeners to a social effort they do not even comprehend.

Bayan Muna Representative Satur Ocampo had long claimed that Gloria was never true to her word. He openly accused the administration of its oversights particular on efficiently providing the people’s basic necessities. But what did Ocampo make of himself when he chose to play on random civilians to pose as his protesters other than creating laws that would alleviate the marginalized sector that he was sworn to represent in Congress? Is it not prostitution of the oppressed, when Ocampo and his rights groups tempt these masses to sell their democratic liberties?

Incidentally, I live in an area where various people of different status in life dwell. Some call it a slum but I call it home…and it has been my home for almost 35 years now. As I stood by my window, I saw Mang Pilo, a father of seven and a janitor in a nearby public school, about to bring his kids to school. On the other side, I saw Munyen in tears because her father Mang Felipe, who was at that time busy playing “tong-its”, wont allow her to go to school for reasons only God-knows. And from afar, I could see able-bodied “tambays” playing their guitar over a bottle of gin. The scenery only elicited a smile. I pondered.

Time and again, Gloria’s critics had somehow focused on her seeming frailties and inadequacies. Others were disgusted with how PGMA ran the entire government with corruption and issues about transparency. I have no problems with critics, lashing out against the administration for corruption, inefficiency, bureaucratic red tape among other things. However, I believe that we should give credit where credit is due and that we should be more constructive in our criticism instead of being obstinately and unreasonably critical. Reality bites: corruption in the government is very apparent and vultures in the administration are seemingly only into politics just to make money. They don't give a damn about those in poverty, as they just want to feather their own nests. Not a single leader, anywhere in the world, had miraculously led a perfect government. And that’s a fact!
In fairness, I would say that the government did a nice job in its strategy on to address the global economic crisis, as we weren’t as badly hit as the rest of the world. Critics may disagree with me but believe it or not, the job of the President in balancing the budget, balancing GNP and GDP growth achieving inflation targets among other things is no small feat. The administration may have bean rocked with scandals, graft and corruption but at least, Gloria had somehow contributed to getting us through this global fiscal mess. The President may not have totally addressed hunger and poverty, but there were programs to as much as possible alleviate it.
To solve every Filipinos problem on money, education, and finances would, at the least, be a miracle for any president. It is impossible! There are only some who would strive hard for success while others would just wait for the food to be served. Now I understand why the likes of Mang Pilo enjoy their work so much that they send their children to school, and why the likes of Mang Felipe and the rest of the able-bodied “tambays” spend their time doing nothing when there are a lot of worthwhile things that still need to be done.
We must all remember that we shape our destiny and the future lie in our own hands.
Mothering a struggling country with more than 80 million children with diverse characters is no joke! After everything has been said and done, it is still our responsibility to make this country a home where there is peace, love and justice for every one.##

WHERE IS CHR’s FAIRNESS?

The Commission on Human Rights, must immediately look into the despicable killing of Indigenous Peoples leaders by New Peoples Army hitmen in Mindanao. For this month alone, a fifteen tribal leaders have fallen prey to the claws of New People’s Army hitmen in the provinces of Compostela Valley, Davao del Norte, Agusan del Sur and Davao del Sur. These are being denounced by members of the Davao-based Mindanao Indigenous Peoples Conference for Peace and Development or MIPCPD during an IP Summit on Human Rights Violations in Davao City. The victims of the NPAs’ most recent killing spree include:

a. Mandaya Tribe leader Datu Florillo “Liling” Andersan who was ambushed and peppered with bullets while already bleeding to death on the ground by five armed rebels in Brgy Salvacion, Monkayo, ComVal Province on July 7;

b. Tribal leader Datu Dado Piag who was publicly killed inside a billiard hall at Brgy Pasian, Monkayo without any provocation on July 9;

c. Tribal leaders Datu Luzmindo Behing and Datu Gonzalo Quillano who were ambushed by rebels on July 20 in Poblacion Sibagat in Agusan del Norte with the former succumbing to death and Quillano still in critical condition at the MJ Hospital in Butuan City;

d. Tribal Chieftain Feliciano “Datu Oloy” Ador who was strafed with bullets by motorcycle-riding men at Brgy Cabaywa, Poblacion Asuncion in Davao del Norte on July 20;

e. Tribal leader and former Barangay Chairman Datu Canuto Lumbayon together with four other companions were ambushed by more than 20 fully armed rebels at Sitio Pamagtingon, Brgy Salaysay, Marilog District, Davao City on July 24. Datu Lumbayon together with two other civilians were killed while another is still fighting for his life at the Davao Medical Center;

f. Tribal leader and also La Paz Municipal Administrator Datu Lauro Mordeno together with five others were attacked by fully armed rebels at Crossing Mabuya, Km 6, La Paz. Two of the tribal leader’s companions were critically wounded during said ambuscade.

Because of these recent atrocities, leaders from the different tribes in Mindanao are now waiting for human rights groups, particularly Karapatan, to investigate and condemn to the fullest degree the cruelty of local NPA rebels who carried out said extrajudicial killings in Mindanao.

The leaders are afraid that these recent attacks perpetrated by the local NPAs would be a repeat of the Sarano Massacre which happened on June 25, 1989 in Davao del Sur, where a church was attacked by NPA rebels, killing forty Lumads in one strike.

Where is CHR’s fairness? Is justice due only for the bandits and killers masquerading as NPA guerillas, or do our lowly tribesmen deserve more of the CHR’s attention?

Rebel Returnees to Benefit GMA’s SIP

General Santos City - Another set of surrenderees will be benefited of Presidents Arroyo’s Social Integration Program (SIP) as twenty seven members of the New People’s Army operating in South Cotabato and its neighboring provinces settled to return to the folds of the government recently.
The surrenderees were field cadres of front committees 72 and 76 and the Southern Alip Regional Guerrilla Unit of the NPA’s Far South Mindanao Region, which had been tagged in the series of attacks on government installations and a mining firm based in Tampakan, South Cotabato during the last two years. The NPA’s Front 76, which is reportedly based in the boundaries of Tampakan, South Cotabato and Columbio in Sultan Kudarat, had been blamed for several atrocities, among them the recent attacks on the Tampakan municipal hall complex and facilities of mining firm Sagittarius Mines Inc. (SMI). The surrenderees cited their difficult situation in the mountains and disappointment over the communist ideology as among the main reasons that drove them to lay down their firearms and renew their allegiance to the government.
The surrenderees will be set to undergo livelihood skills trainings and psychosocial counseling sessions as part of their reintegration process. The OPAPP initially acknowledged the authenticity of the surrenderees based on a certification issued by the joint intelligence committees of the Armed Forces of the Philippines and the Philippine National Police.
Last month, 34 rebel returnees were granted a new home as the MJ Village Housing and Resettlement Site at Barangay Kabatiol in Maasim, Sarangani Province opens and served as a social integration program for former CPP/NPA rebels. The project’s area covers 5.2 hectares of land that would provide home to rebel returnees. The Department of Agriculture and the Department of Social Welfare and Development were also present to aid support in providing livelihood programs. The rebel returnees or so-called Kauban sa Reporma (KRs) also received cash amounting to P20,000 as starting capital for projects through direct organization of cooperatives.
OPAPP assures these former rebels the continuous livelihood assistance from the government to help them as they start to live normally in the mainstream society. Meanwhile, the military noted that there was a rapid growth in the communist surrenderees for the first half of the year with 111 returnees, which more than tripled last year’s total record of 32 for the same period. Such increase was attributed to the government’s effort on intensified operations in known rebel-infested areas, demoralization within the rebel movement and of course, the overwhelming benefits offered by the government through SIP. The full implementation of the said program is a big help in convincing other rebels to come down and surrender. The program also provides increased renumeration for surrendered firearms, explosives and ammunitions.
