WHERE DID THE PUBLIC’S WEALTH GO?
(Pork barrel funds used to support NPA-initiated insurgencies)

LAWMAKERS colluding with politicians and people identified with the extreme left and right are using millions of pesos in state funds to topple the government, a recent study says. The plotters include politicians in power or vying for power, the communist umbrella group National Democratic Front (NDF), the Communist Party of the Philippines (CPP) and its military arm, the New People’s Army (NPA), and people identified with the extreme right.

The study was made by the Ateneo-based Center for Strategic Studies led by Jesuit priest Fr. Romeo Intengan, former provincial superior of the Philippine Province of the Society of Jesus.

According to the study, the widespread collusion financed the election of party-list candidates and provided legal cover to their people, organizations and activities. The conspiracy provided financial and logistical support such as firearms and ammunition, motor vehicles, food, medicine, communications equipment, audiovisual and printed campaign materials, computers and office rental.

The study says that among the party list groups controlled or heavily influenced by the CPP-NPA-NDF are Bayan Muna, Anakpawis, Gabriela, Kabataan, among others. Bayan Muna obtained three seats, Anakpawis two, and Gabriela one. Therefore, each elected representative is entitled to P70 million in pork barrel funds each year, so this means the six party-list representatives collect P420 million in pork barrel funds each year of their term-money they could use to help finance the insurgents.

Information further disclosed that firearms and ammunition and other forms of support they give to the CPP deal injury and death to all their targets. Once elected, they use government funds in the tens of millions of pesos each year to support the politico-military effort of the CPP-NPA-NDF. It had also blamed Party List Law which caused heavy rebounding and resumption of “legally deceptive” communist personalities.

THE OBVIOUS LIES

This is no secret: the pro-Sison wing of the local communist movement poured in a number of its legally-inclined communist felons in the congress through party list vehicles apart from Bayan Muna.

It is an obvious move indeed that the CPP-NPA’s objective, having aligned its legal batteries in the congress, is to grab and topple down state power, not to mention that these congress people colluding with the Reds dominate the lower house. Such an alarming scenario gives them the opportunity to show their demagoguery and attract media mileage. They will also have greater access to pork barrel funds and have the implied authority to harass government functionaries through congressional hearings convened for any purpose under the sun.

It could be recalled that a few years back, Red’s cronies in the lower house were investigated regarding their alleged pork barrels expenditures used for CPP’s underground movement. Such a fiasco created a shrill response from the leaders of the pro-CPP party-list groups. Records from the Department of Budget and Management showed that Ocampo's pork barrel funds were released in tranches of P2.2 million, P4 million, P4 million, P5.3 million, P2.1 million, P317,000, P200,000, P800,000, P500,000 and P500,000. Akbayan Representative Etta Rosales received P10.3 million and, later, P500,000 and P15 million, while Bayan Muna Representative Teodoro Casiño got tranches of P493,000, P2.6 million, P5.9 million, P4.7 million, P835,000, P3250,000, P200,000 and P200,000, he said. Gabriela Representative Liza Maza allegedly got tranches of P5 million, P10 million, P2.5 million and P12.5 million; and Anakpawis Representative Rafael Mariano, P5 million, P10 million, P12.5 million, P4.5 million and P4.4 million.

Amid these allegations, Bayan Muna and other left-leaning groups did not do what might seem to be the most obvious thing to do: lay bare, in the most transparent manner possible, exactly where the three representatives of that group spent their pork barrel funds. The masses which they represent couldn’t see tangible projects implemented, neither have these Reds’ Congressmen made to public their accomplishments, more so with their financial reports.
These are what power-grabbers intend to do: establish authority and impair our democratic system.

Time and again, OCAMPO et al denied “participation and collusion” with the Reds as well as spending people’s wealth for their revolutionary cause. But, have we heard any single word from these Representatives denouncing all the election-inspired violence that is being perpetrated by NPA guerrillas? Shouldn’t Bayan Muna, Gabriela, Anakpawis and their other clones in the party-list arena bear the responsibility for making representations with their comrades in the CPP-NPA, asking the armed communist cadres to stop the slaughter of candidates and the blatant extortion that is going on in the countryside?

CORRUPTING THE ELECTORAL RIGHTS

The very essence of a democratic country such as ours is for the people to be given freedom in choosing the leaders who will take charge of our future through elections. Such is a duly constituted and sacred event that has been included to every individual’s rights. But the failure to express such a freedom would mean emergence of tyrants who will loot our basic human rights and liberty.

The recent emergence of MAKABAYAN – a merger of left leaning party-list groups with personalities composed of Representatives Satur Ocampo, Teddy Casiño and Liza Maza is the realization of every Juan Dela Cruz’s nightmare. They are JOMA’s cronies whose ulterior objective is to destroy our country’s democratic fibers and establish communism.

We already knew what “political drama” they are in to: they are our Congressmen fond of street actions using the peoples’ money in supporting concerted actions against the State. They are using their positions and our own money to destroy our own country just to push their personal tyrannical agenda. They are but noisy killers that completely decay our democratic foundations. It’s time to put an end to their demonic ambitions and let our voices be heard in 2010 elections. We must falter to guard our democracy and preserve our freedom; and we shall continue the battle against communism.

Maguindanao IDPs to rebuild community

After more than a year of suffering, evacuees in North Kabuntalan, one of the towns in Maguindanao affected by the ongoing skirmishes between the government forces and the Moro Islamic Liberation Front (MILF) are now taking a sigh of relief after the government, through its local government unit and some donor agencies gave assistance to rebuild their community last week.

The government’s ACT (Action for Conflict Transformation) for Peace Programme with the support of the United Nations (UN) is providing a package of assistance to thousands of internally displaced persons (IDPs) in Barangay Damatog, one of the villages in Northern Kabuntalan that was directly affected by the August 2008 armed skirmishes. The package includes the construction of 40 core shelters which amounted to more or less P2 million; a barangay health station and establishment of a Botika ng Barangay. These will be constructed by the stakeholders themselves under the “food for work” program which also serves as the counterpart of the Northern Kabuntalan local government unit (LGU).

The programme also provides support for the IDPs’ livelihood to start their living which includes the distribution of fishing gears, farm tools and sewing machines to 120 displaced families in the said Barangay. Poultry production project will also be provided to the evacuees.

The package of assistance is part of the Strengthening Response to Internal Displacement (STRIDE), a new project considered as among the priorities of the Philippine government and the UN’s ACT for Peace Programme. The project seeks to strengthen peace-building efforts and sustain the gains for peace and development in Southern Philippines. The government, in partnership mainly with the European Commission (EC), is responding to conflict situation and displacement by providing assistance through relief, early recovery and rehabilitation, focusing on construction of core shelters with complete facilities (water and sanitation), and livelihood.

“Evacuees have been living in an awful situation for more than a year now after Moro rebels attacked their villages and since then, these poor civilians have stayed in evacuation centers where they faced various problems such as psychosocial trauma and health risks especially among children. It is the government’s effort to end their miseries and bring back the lives they used to live and we are happy and thankful to receive such assistance graced by our government and foreign donors who supports the project.” said Mayor Ramil Dilangalen of Northern Kabuntalan.

Aside from Northern Kabuntalan, the project is also implemented in many IDP areas in Zamboanga Sibugay, Zamboanga del Norte, Lanao del Norte, Sultan Kudarat, North Cotabato, South Cotabato, Sarangani, Agusan del Sur, Surigao del Sur, Shariff Kabusuan, Lanao del Sur, Basilan, Sulu, and other communities affected by armed conflicts from year 2003 up to present.##

PEACE TALKS TO COST A LEG AND AN ARM

The cat is finally out of the bag. The National Democratic Front which fronts as the negotiator for the Communist Party of the Philippines in an on again-off again peace talk with the government is a narcissistic organization. First, they demanded the reinstatement of the Joint Agreement on Safety and Immunity Guarantees (JASIG) which the government subsequently acquiesced to and granted on July 17. In response to this, the armed unit of the CPP, the New People’s Army, attacked an Isuzu Canter truck in Toboso, Negros Occidental promptly killing three young civilians and wounding several others. Second, they demanded the unconditional release from jail of twelve incarcerated so-called NDF consultants who were all facing criminal charges and which the government satisfied by granting freedom to first Elizabeth Principe on July 21 and later to Randall Echaniz. And now, they are demanding an investigation on the alleged disappearance of 13 rebel consultants as a confidence-building measure from the government.
Ordinary observers would even agree that recent developments into the hanging peace talks are all to the CPP’s advantage, what with its leadership doing all the demanding and the government doing all the giving all in the name of this so-called confidence building measures. Despite granting the CPP’s wishes, it was recently discovered that there have been no letup in NPA-initiated atrocities in various parts of the country since the JASIG was lifted. Just recently, a 40-strong NPA group burned two trucks owned and used by DOLE-Stanfilco in hauling bananas in Sitio Surigaonon in Barangay Camanlangan in Tagum City while another group composed of 50 rebels attacked a CAFGU camp in Barangay Cancaiyas in Catbalogan City, mortally wounding a civilian in the process.
Aside from these attacks, the NPAs have also consistently killed civilians for no apparent reason. Their most recent victim include a President of the Barangay Defense System, Dominasio Abrera, of Barangay Cumadcad in Castilla, Sorsogon who was killed on August 29, 2009.
The peace talks should not be all for the taking of the CPP. They, too, should give something in return. They too should show some level of sincerity and effort in calling for the resumption of peace negotiations with the government. They have already demanded and were given a lot and now it should be the government’s turn to ask.

JOMA: ARMED REVOLUTION STILL THE MAIN FORM OF STRUGGLE

“Contention on the GRP-NDFP Talks”

“…the main form of struggle is armed revolution. But this form of struggle can be stronger and much more effective when complemented and reinforced by legal forms of struggle. The armed and legal forms of struggle are interactive and help each other in the advance of the revolutionary movement.”

This is an excerpt from Jose Maria Sison’s message during 2007 National Conference of the Party List Elections. Sison attributed the “armed revolution” to speak of the continued use of the New People’s Army or NPA in the pursuit of Communist victory. However, NPA’s armed offensives are complemented with its legal machineries that include their supportive Partylist groups or else their members’ participation in politics. To be exact, these are militant organizations and personalities that are exercising their democratic rights for the benefit of the CPP. These are their so-called legitimate moves that was intended to cover-up the unrelenting abuses of the NPA.

So far, government efforts had been a throw-around for the CPP that decided to exploit such for their advantage. Ceasefires had been randomly used by the New People’s Army to buy them some time to recuperate, recruit as much militia as they can and even enhance their logistics. More or less, this would never push through as intermittent fracas had been inevitable during the so-called diplomatic lengths. Like the killing of Congressman Rodolfo Aguinaldo in 2001 that put the GRP-CNN negotiations into its three-year standoff. The Gloria administration made four abortive attempts to resolve the issues against continued Communist insurgency. All four failed due to the CPP-NPA’s flagrant violations.

Putting an end on Sison’s Maoist ideals was never part of the revolutionary group’s plan. Their armed strength had been the core of their struggle. This is the Reds’ way of getting what they want.

The re-implementation of the Joint Agreement on Safety and Immunity Guarantees or JASIG this July was supposedly the government’s way of living-up their end of the agreement. But this made no typical changes to the guerillas’ heightening offensives. Aside from the landmining of the 57IB vehicle in Pres. Roxas, Cotabato last September 02, the NPA had also ordered the tightening of Oplan Linis Demonyo across Davao area that cost a handful of victims. Furthermore, its extortion schemes and election rackets like permits to campaign and win were also rounding up in Central Visayas and Southern Luzon. These moves run alongside its money-making program for MAKABAYAN that is moving the candidacies of militants in the like of Satur Ocampo. So with all the merry-go-round of CPP-led harassment to the next, is there really a possibility of peaceful accord?

Murderers like Randall Echaniz and Elizabeth Principe have already been set-loose. The two who had been listed on the CPP-NPA-NDF’s list of so-called political prisoners are now roaming free, sadly in the pursuit of the negotiations. The government should be reminded that these criminals are not the so-called political prisoners as they claimed to be. They are felons who have wronged a handful of innocent civilians and should not be freed in the first place.

But have we heard of these JASIG “recipients” denouncing the call to arms of their comrades in the NPA? Or else, have we even heard of JOMA Sison recognizing the efforts this administration managed to make? Unlike what Sison said, the Filipino people are not rallying behind his Communist mindset or mandate for war. Juan dela Cruz is not that ignorant. Who would want war in the first place, except for the CPP that made it part of their insurrectionary aim. Perhaps, this is reason enough for the government to call it quits and rethink its decision of conferring with the CPP-NPA-NDF, which is obviously disinterested in conciliatory talks.

LIZA MASA on the Move

After Satur Ocampo unsuccessfully penetrated their prospected presidentiables bargaining 2 million guaranteed votes, he then fails to perform the first step of MAKABAYAN’s infiltration tactic and dropped from the people’s list. MAKABAYAN now shift its plan after losing the gain from Satur Ocampo, its time to use the flower among the thorns. GABRIELA’s Representative Liza Masa, who is one of the senatoriable candidates with 50 million peso share of the 1Billion MAKABAYAN political fund machinery, will take her turn to carry out their goals.

While Satur was silently creeping aspirants for presidency, Masa were also sneaking to start her campaign activities. The left and right electioneering of Liza Masa had been brought as early as May 2009, when she decided to set herself to be in a more lucrative position that can also be used by the communist group for their political agendas. The official election campaign period will have to start on February 2010 but Masa had already sent her cronies around the country to embark on a prevalent signature campaign- a euphemism for financial solicitation in an attempt to project a nationwide call for a radical feminist to seat in the senate halls.

The Liza Masa 4Senator Movement (LM4Senator) is the one who manages Masa’s nationwide campaign. The group had been embarking her name on cards for the graduates which were distributed on public schools during commencement exercises and have already started posting Liza Masa’s face on various public places. And just recently, Masa were penetrating radio stations all over the country and distribute her campaign advertisements in the person of Marites Lopez, PIO of the Bagong Alyansang Makabayan (BAYAN).

The true motive of Liza Masa and the three others who are running for senator should be surfaced and that people must be aware of it. The five slots on cabinet posts and chairmanship of some committees in the Upper House, as what MAKABAYAN are dealing of, if given the chance, will surely be the cause of our country’s downfall.

These communists are now working their plans on how to batter the government from within for their victory. It is too obvious that they are using “Maka-Pilipino, Makamasa and Makabayan” slogans to win the people’s empathy. Liza Masa, who can drag more partisan frontlining women as her strong hold, is an ace for MAKABAYAN. But certainly in the end, it is still in the hands of responsible and intelligent Filipinos where our country’s future lies. We should not be blind with the true concept of what they say they are fighting for.

If these four Maoists could be part of the Senate, only God can save the Philippines!!!

DOLE 12 offers livelihood projects for the poor under PGMA’s Hunger Mitigation-anti poverty Program

In line with President Gloria Macapagal Arroyo’s hunger-mitigation program, the Department of Labor and Employment (DOLE), through its local office in Region 12 or Southwestern Mindanao, set to launch an anti-poverty initiative that provides livelihood opportunities for displaced workers and other disadvantaged residents in the region next month.

DOLE Regional Office 12 will offer a package of services that enables its beneficiaries to immediately start their own livelihood projects and become self-employed. The package, dubbed as DOLE Kabuhayan starter kit and Nego Kart (Negosyo sa Kariton), will essentially help teach displaced workers and poor residents on how to sustain self-employment through easy-to-learn livelihood undertakings and eventually expand them. The package will benefit particularly the ambulant vendors in major cities and make their existing livelihood grow into profitable and sustainable businesses. The said beneficiaries may avail the acquisition of a vending cart and accessory livelihood tools; working capital for procurement or production of marketable goods or services (raw materials and other inputs); trainings on production skills, entrepreneurship and business management; and, business permit to operate in a designated area.

According to Ms Gloria tango, DOLE Region 12 director, the said project is part of the agency’s continuing efforts to help improve the socio-economic well-being of workers in the formal economy, those in groups or sectors with special concerns as well as displaced local and overseas workers and their families. DOLE, as one of the government’s line agencies which support and implement hunger-mitigation program of President Arroyo, was delegated to assist the people on how to generate income and support their family’s needs through enhancing income and providing employment opportunities. The project mainly targets poor individuals who have long been unemployed and those who were lack of opportunities to land a regular job. These include the out of school youths, women, parents of child laborers, indigenous people, physically/occupationally disabled persons, urban poor folks, elderly persons, landless farmers/fisherfolks and other workers in the informal economy. These prospective beneficiaries will be required to enroll with social protection services like the Social Security System, Philippine Health Insurance Corp. or PhilHealth and other alternative social protection schemes as part of their business operations.

The said project also offers simple house-to- house service-oriented skills such as massage, plumbing, cosmetology, electrical servicing, welding, native snack preparation, car wash, motorcycle repair, cellular phone repair and appliance repair.

MAKABAYAN LOOSES CREDIBILITY; EMPLOYING ANOTHER AWFUL POLITICAL TACTIC

MAKABAYAN is simply loosing the battle. This is a sort of an evident scenario following the recent result of different poll surveys which plunged down MAKABAYAN’s senatorial bet Satur Ocampo from winning the senate in 2010. But despite such a development, MAKABAYAN hopefuls seemed to not mind the surveys seriously as it continues to dignify itself from mainstream politics with self-driven personal interests at the expense of our country’s democracy.

According to source, MAKABAYAN’s senatorial line-up is one piece of a rotting political tactic. Several accounts disclosed that Ocampo has been reaching out to presidential hopefuls, specifically to LP’s bet Mar Roxas offering two million votes from his Red cronies for a sure presidential victory in 2010. However, Roxas apparently refused the proposal for reasons only time could tell. With this, everyone thinks that this has been their political ploy in the past elections, that is, bargaining its 2-million sure votes to every President wanna-be’s. Such a stance gives the public a clear picture that MAKABAYAN may not focus itself from bagging senatorial seats but taking every possibility of being part of the cabinet positions. Ocampo makes use of his “gradually diminishing stature” by selling his comrades’ ballots to every existent presidential bet of Genuine Opposition.

Having refused by one of the strong presidential hopefuls- Roxas, Ocampo will never be tired of selling his cronies’ votes. He may not have gotten the green light from Roxas, but Estrada and Villar and other presidential hopefuls are the next prospects of his ill-fated credibility business.

Influencing the next administration is MAKABAYAN’s underhanded intent. They will deceitfully work with the government at the expense of our struggling democracy. Their 40 years of militia rebellion have never ceased to defy every law, killing thousands of hopes and leading every Juan Dela Cruz to his own graveyard. It could be noticed that all of MAKABAYAN senatoriables who were linked-up with the CPP-NPA revolutionary struggle had never condemned the armed activities in the countryside. Ocampo, being a former leader of Southern Luzon guerilla unit was offered the chance to make peace with the government but not once in his nine years of service did he slam the continuing Red atrocities across the country. Worst, he ruled “legally” in the House of Representatives bringing his dreadful communistic laws.

Impairing and marauding our country’s democratic fibers are what JOMA’s cronies are capable of doing; and they shall continue to do it until they see us slowly dying and bathe in our own blood. To them, tyranny is the most righteous thing to do and killing our future has been their sneaky agenda.

MAKABAYAN: A TRAPO-SPONSORED POLITICAL MOVEMENT

MAKABAYAN has been on a direct selling venture- not with prime commodities which we all usually know- but selling profitable political scheme value added with credibility issues which are by far practically selling its devious sincerity to every existing Presidential candidate in the 2010 polls.

The “unsuccessful marketing” of Satur Ocampo to presidential aspirant Mar Roxas created a hot fiasco within the Reds as it meant gradually loosing hope in the mainstream politics. Part of said bargaining agreement is five cabinet seats and chairmanship in the upper house once Roxas wins the race which practically left written in the wind as the latter did not purchase from any of these deals.

The said dreadful political ploy of MAKABAYAN has been orchestrated in order to strengthen and dignify its political ambitions over the years. It has accordingly influenced a lot of political candidates who also shared the same political percentage vis a vis MAKABAYAN’s struggle for power. Sadly, Ocampo has been using his poor comrades’ votes to advance himself to the upper house, or at least grabbing cabinet post of the next administration.

But vote selling is not the only “product” MAKABAYAN is selling everywhere. Just like a beggar wandering along the streets, MAKABAYAN has been busy reaching out to other political groups (particularly with the Genuine Opposition) seeking for monetary support in order to machinate their election campaign next year. Among these include MAKABAYAN’s doling out 500,000- peso campaign fund from ERAP, 1-billion peso campaign gift from no less than its armed wing-CPP/NPA, permit to vote and permit to campaign political schemes. This is how MAKABAYAN thirsts for power.

Having known MAKABAYAN’s current moves, it is no denying that theirs is a trapo-supported credibility business. This kind of scheme is indeed revolting and even more frightening. It could be a pretty nice news knowing that Roxas refused to take the offer. But knowing other presidential hopefuls around- who actually craves for power in leading the state next year, the possibility of buying and biting the offer could seem very high.

Indeed, MAKABAYAN is doing a dreadful move to advance its cause and gain eternal power in the government. They won’t stop until each one of us will embrace their political ideology that is beastly in form and brutal in nature. Past accounts would tell that if they didn’t have respect to kill their comrades, they might as well have no qualms killing all those they will find “unfaithful” to their cause, including our children. They are but fooling the people, and killing our future! Now, the choice is yours to make.

RELIGION AND COMMUNISM: A DANGEROUS LIASON

The trend of spiritual leaders wanting to transform themselves into new politicos of the land has elicited adverse reactions from the public and even incumbent government officials. Senator Miriam Defensor Santiago, in fact, perceives the entry of religious personalities into mainstream politics to be perilous to the church leaders themselves and to the very religious sect they represent and even to the nation itself.

I do not see anything wrong with it. I even see it as a heaven’s intervention into the filthy, nonsensical politics that we have in the Philippines. Who knows, these pastors and former priests could be communing with God himself on how to save our government from self-destructing.

I do not see anything unlawful, either. Whether we like it or not, priests will always be meddling into mainstream politics. And, as a Filipino citizen, he has the right to do so – lawfully.

What tickles me, however, is the liaison of our current priests and bishops with National Democratic Front leaders who are known communist personalities. Does not communism espouse a God-less society?

A CPP document recently uncovered revealed that some religious organizations are now being infiltrated no less than the Communist Party of the Philippines as a means to subvert devout yet unwitting church workers and members to support the armed struggle they have been waging for four decades now.
Using the Christian faith as a significant motivating factor to explain why Christians and church people should take part in the Party’s revolutionary struggle, the CPP through its underground mass organization called the Christians for National Liberation (CNL) has apparently been brainwashing followers of faith to zealously believe that liberation of the poor from social inequalities will only come about through armed revolution.
The document further brought to light the information that the CPP’s hand has deceptively utilized the Basic Christian Communities and Community Based Health Programs to further party goals and to promote their armed struggle to the people being serviced by said church activities. Aside from propagating communist views, these are also used to obtain financial and material resources to support the continued operational of the New People’s Army (NPA) in the countryside.

In addition, the CPP has also calculatedly employed their members within various religious organizations in the country to publicly support its various black propaganda campaigns against government and to give moral ascendancy to its armed struggle to include clamoring for the resumption of peace talks which according to the document is only being used as a ruse to obtain a status of belligerency for the CPP and the NPA.

There is nothing unlawful, albeit sinful, with the mix of politics and religion. It is when you start mixing communism and religion that things start to be dreadful – and deadly.

The next thing you know, you could be entering your church with Carl Marx, and not Jesus Christ, on the altar. And one your friendly Makabayan Party list members - Satur Ocampo, Lisa Masa, Teddy Casino and Rafael Mariano – would be on the sacrificial table, slaughtering members of your community one after the other as an offering to the Communist-god.

EXTORT FUND USED FOR SATUR’S SENATE AMBITION

MAKABAYAN’s senatoriable, party-list representative Satur Ocampo, who once served the communist New People’s Army during his leadership of the Southern Tagalog Regional Party Committee (STRPC) would be the beneficiary of a whopping fifty million pesos for fund machinery this coming 2010 national elections. Aside from Ocampo, three other National Democratic Front senatoriables would also be amassing a total of two hundred million pesos.

The reported one billion campaign fund for Makabayang Koalisyon ng Mamayan or MAKABAYAN senatoriables and Party List Groups in 2010 has been coming from NPAs extortion of companies and barangays around the country. Part of this huge budget for MAKABAYAN was also generated from Communist armies’ permit-to-campaign (PTC) and permit-to-win (PTW) schemes that garnered millions last 2007 elections.

The NPA and MAKABAYAN had been plundering people’s money in broad daylight. The illegally-extracted 1 billion was claimed to be in support of patriotism and public-service as claimed by the political pool MAKABAYAN.

PTC is a fund generation scheme played-out by the NPA during the height of local or national elections wherein it extorts candidates for cash as it permits them to enter Communist threatened or worst “influenced” areas. The pay-offs for this had been categorized by the NPA between the candidates aspired position and that of its political party.

PTW is far too extreme. The NPA is making this an excuse to force residents to cast their votes on a political candidate that bid the highest. Civilians are often held at gun point by the NPA, leaving them no possible alternative. PTW works well for the Communist Party especially to Traditional Politicians (TRAPOs) and families wanting to claim dynasties.

Militant activists such as Ocampo knew pretty well that 50 million pesos is enough to feed 150,000 families of three-square meal. Like how GLORIA had been scrutinized for almost a million-worth dinner, Ocampo and others had to be dealt with the same way. The elections should not be made an excuse for politicians to make extravagant spendings. Especially, when the amount spent had been unlawfully gained.

This is not to say that Gloria should be g lorified for her extravagant lifestyle. If she must be tried for her misdeed, than so be it. The law, however, must apply to everyone, including Satur Ocampo and Makabayan. Being members of communist party-list groups do not exempt them from public accountability.
